Abstract

The Office of the Class III Port Authority Unit of Juwana is an office under the auspices of the Directorate General of Sea Transportation where ships may lean to perform loading and unloading activities, up and down passengers or just to refuel or rest. But from year to year the number of boats that lean and the number of lazy sailors to go to the sea to make the ships piled up in the dock because there are some things that make the ship rarely go to sea. Therefore, research is done so that the boats that lean on board can be reduced and do not make the pile up on board because the ship that rarely goes to sea will make the siltation beside the pier therefore conducted a study. By using interview and questionnaire method which will give some questions to the ship owners and the officers in KSOP office to be known what can make the ship owner to travel to sea. After surveys from several shipowners and KSOP employees, it is known that the ship which rarely occurred due to delayed issuance of the Sailing Approval Letter issued at the KSOP office and delayed the issuance of the letter due to the lack of documents of the ship or the recent lack of ship documents when attaching application letter to making Sailing Approval Agreement then the number of ships that are lazy to do sea activities. And it was concluded that the rare ships were due to delayed issuance of the Sail Approval Letter and the delay of the letter due to the less recent or less recent ship documents Keywords: KSOP, Ship Owner, Sailing Approval Lette
