Abstract
Optimizing the Issuance of Sailing Approval Letters of Shipping Safety by the Office of the Port Management Unit III Batang Issuance of a Port Clearance Appointment is a process of supervision undertaken by Syahbandar against ships that will sail aboard ports to ensure that their ships, crew, and cargo are technically-administrative in compliance with the safety and security requirements of shipping and maritime environment protection. Safety Sailing is defined as a condition of fulfillment of safety and security requirements concerning transport in waters and ports. Navigation is the process of directing the motion of the ship from one point to another smoothly and can avoid hazards / barriers of shipping in order to complete travel / sailing safely and on schedule. navigation encompasses all things relating to navigation navigation of telecommunications voyages of shipping, hydrography, plot and crossing, scouting, handling, ship skeletons, and underwater work, for the safety of shipping. Key words : Approval Letter Sailing, Sailing Safety.
