Abstract
Pilot Service at the port is one of the aspects relating to the safety of ships, Both in and out of harbor or at water crossing. In scouting service there are some aspects that affect the performance of pilotage services. Aspects that are particularly competent and well-being of Human Resources, scout, the facilities / infrastructure and scouting facilities, systems and procedures, as well as the legality of scouting activities. Moving activities of the ship can not be separated from the process of docking and loose aboard the ship Activities of ship movement at the time of freelance is affected by many factors that can cause danger. Factors that influence among others include factors from the outside and internal factors. The external factors include the state of the sea or waters (wind, currents, weather, depth, state and narrow waters). While internal factors include the fixed factor (engine ship, propeller and steering leaves) and factors are not fixed (load conditions, laden boats, trim boats, barnacles on the hull). The purpose of writing this paper is to improve the ability and skills in carrying out the movement of the ship at the time of mooring with the role of scout radio stations, guiding officers, and tugboats, and provide input to cadets prepared for marine practice that the movement of the ship off the moor is very important For the ship's officers. From the results of the analysis that I can, it can be concluded that the movement at the time of the mooring vessel is very important for the miteim because every voyage of a ship will undertake the mooring process.
