Abstract
MT. Permata Papua is a ship carrying fuel (engine fuel) which is required to carry out tank cleaning before loading, because the cleanliness of the tank is very influential in the quality of the cargo when the cargo is accommodated in the tank of the ship. Because tank cleaning is an activity that has a very high risk of accidents, safety is the most important thing when carrying out the tank cleaning process, and it must always be improved so that the accident rate in tank cleaning can be reduced as little as possible or even eliminated altogether. The research methodology that I use in this study is a qualitative method with data analysis techniques of fishbone analysis and SWOT (Strength Weaknesses Opportunities and Threat). Fishbone analysis is a technique for obtaining a causal relationship divided into categories that makes it easy to find potential causes while SWOT (Strength Weaknesses Opportunities and Threats) functions to find the most appropriate strategy based on strengths, weaknesses, opportunities and threats. Based on this research the factors that need to be considered are the knowledge and capabilities of the crew, bonuses and facilities provided by the company for the crew, and the limited number of equipment that is in accordance with the standard, while the most appropriate strategy obtained is the SO strategy namely a strategy by combining power and owned opportunities. The author's suggestion from this study is that the loading process should always pay attention to the factors that have an influence and utilize it in such a way that the loading process can run optimally.
