Abstract

The main discussion in writing this paper is about the system of implementing Government Regulation 15 of 2016 concerning the types of non-tax state revenue (PNBP) rates for health quarantine by PT. Pertamina Trans Kontinental, which applies to sea connections. There are a number of background problems that must be resolved, namely by issuing government regulation number 15 of 2016 concerning the types and rates of non-tax state revenues that apply in the sea transportation ministry causing changes in operational activities, while the problem of writing this paper is to find out how government regulations are implemented Republic of Indonesia number 15 of 2016, to find out the obstacles with the issuance of government regulations on operational smoothness, to find out how the relationship between ship crew's attitude factors and the role of ship health officers at the port. Based on the data collection the author uses the method of observation, interviews, and analysis of documents that obtain results, that the payment process is only managed by the financial division without having to go through the operational division but in submitting payments to the central office still need to know the operational head, by cutting the company's bureaucracy by give authority to branch offices to make payments so that the process is faster without having to go through a long bureaucracy.
