Abstract
As an archipelagic nation with a sea area two times larger than the land, placing Sea Transportation position as the most important position. Importance of Sea Transportation has been seen since the days of our fathers first. With a small wooden boat traditional and sober, they were able to perform inter-island trade, neighbors, even to Madagascar and East Africa. In Sungai Pakning Sea Transportation Means are needed. With the Ship Passengers and goods, facilitate to serve their needs. 60% of this research was done using descriptive quantitative method. The sample in this study is passenger ships and cargo ships in Sungai Pakning and using incidental sampling technique. Data collection techniques in this study conducted by direct observation. Mechanical testing of hypothesis testing data using t-test. The results obtained in this study is the level of security and safety in the process of arriving and departing ships. Because Kesyahbandaran and Port Authority Office (KSOP) Class III Sungai Pakning able to meet the needs of Ship Arrival and Departure Services required all ships. And the creation of a smooth implementation of load and unload properly. The researchers suggest in this case is Kesyahbandaran and Port Authority Office (KSOP) Class III Sungai Pakning must do service arrival and departure of ships wisely and firmly in Sungai Pakning.
