Abstract
The purpose of writing this paper is to describe the roles and responsibilities of service Unit Office Operator Class II Port of Tanjung Batu In organizer safety of shipping and ports as well as how the harbormaster Task to Improve the Safety and Shipping. Monitoring carried out in the framework of setting a harbormaster infrastructure operational implementation of sea transportation is very important. The role of the organizers of the port in performance enhancement and a certificate that includes the document's shipping is affected by the relevant public. The agencies involved include the role of Customs and Excise, Karantian Health, Immigration, Police Supervisor Port .In care of duties in addition to improving the safety of shipping harbormaster also issued a Letter of Approval Sail (SPB) that the proposed by the shipping agent before the ship left or will leave the harbor area, actions in doing it is to improve security and safety oversight on matters related to shipping. In undergoing duty work procedures Unit Office Operator Port Class II Tanjung Batu there are several obstacles such as delays in shipping agent in filing the motion of the ship, the petition Approval Letter Sail (SPB), ship document is not complete and Certificates ships expired, then the the agent must take care of the documents and pay a fine in order to get permission to sail boats from the harbormaster. Supporting facilities in the port of Tanjung Batu has an important role in the processing of documents and certificates relating to the Port Operator Unit office.
