Abstract

Transport by sea is an alternative means of transportation service that is in demand by economic agents. Consideration is marine transport modes have a large capacity capable of transporting cargo volumes so much for one carriage. The quality of service of transport services also have to support the human desire. Based on the Minister of Transportation Regulation No. 34 of 2013 PM Chapter I point 2. State Enterprises Crew Agency (Ship Manning Agency) is the agency services business crewmembers legal entity engaged in the recruitment and placement of fishers on board the appropriate qualifications. In Law No.21 of 1992 on the voyage, Article 1, point 10 states that the manning of the ship is one of the factors good ship. Because require supervision and guidance that continuously both in terms of protection, well-being, knowledge, in terms of discipline and placement / formation of the composition of his officers on board in order to realize safety pelayaran. While in Article 1, point 11 states that it shall mean the crew are people who working or employed on the ship by the owner or operator of a vessel to perform these tasks in accordance with his ship listed in Seaman book.
