Abstract
Technological advances in communications and transportation have brought enormous benefits in the relations between nations, especially in the field of international trade. One of these trade relations is the opening of markets for countries that have commodities compared to other countries. Import-export activities based on the condition that there is not a country that is totally self-contained for each other need each other and complement each other. Each country has different characteristics, good natural resources, climate, geography, demography, economic structure and social structure. In this case the state-owned company PT Pertamina working in the field of producing oil is mostly channeled through a Marine. PT. The company owns an agency that became the main reference for the work the agency to take care of ships or vessels belonging to non-owned. In this case PT. Pertamina (Persero) Marine Reg. IV Semarang has an agent who acts as the representative Pertamina handle ships entering the port of Tanjung Emas in Semarang to serve the needs of both the needs of ship crews or administrative needs in port or Port Clearance. Port Clearance is a process of control by the harbor master of the ship that will sail to leave the port to ensure that the ship, crew and cargo administrative technically compliant with the safety and security of shipping and maritime environmental protection.
