Abstract
The purpose of this study to determine the Quality of Service and the Port Authority harbor master Class I TanjungEmas in Semarang Against Private Shipping Agent. In the discussion of this paper uses descriptive qualitative and use the staff of the harbor master and the Port Authority of Class I TanjungEmas in Semarang specialized part of the ministry in charge license of arrival and departure, loading and unloading goods, renew books sailors and renew certificates of the ship, as well as from the agent private so that the number of respondents in the study was 30. Based on the results of the study it can be concluded that the quality of services remains low, this is because there are still many things to be improved, as it is known that in providing services, the Office of the harbor master and the Port Authority of Class I TanjungEmas in Semarang still have some obstacles, such as lack of publicity the private agencies about the regulatory fees in accordance with the applicable rules, so there is still the cost or called with tips that must be removed for smooth in serving, as in any arrangement should provide tips servants typing sailing license. When the clock picket employees, agents also have to pay more fees to employees who were on duty, and must pay a monthly fee in the form of tips for the head office and the head section so that each maintains in the Office of the harbor master and port authority of Class I TanjungEmas in Semarang.
