Abstract
Each country has a territory consisting of the islands are surrounded by sea and river, the ship is the dominant means of transport so as sea and river play an important role for the economy of the nation in advance of a country. In recent years the condition of passenger transportation by ship is undergoing tough times as a result of the deregulation of air transport. It many people who previously used ships switch to using the aircraft. The condition is exacerbated by the increasing cost of fuel which resulted in passenger transport by ship is not very competitive compared to other transportation capital, the greatly influenced the losses experienced. PT. Pelni in Pontianak. branch to respond to changing market due to the deregulation of air transport, the Pelni making innovation programs by modifying one of the ships which was originally dedicated to passengers, the change becomes transport of passengers, goods and vehicles, This modification Pelni through the middle to change products and services on offer are expected to be a strategic step in improving and increasing the overall performance of Pelni. so the problems will be done should the stage so that the inter-island shipping activities outstanding comfort for passengers and facilities of quality and costs become unaffordable used to make the passengers semangkin lots and ensuring the safety when sailing.
