Abstract

Indonesia is a maritime country, where the country has a water area far wider than its land. Many agencies will have to play a role in maintaining the maritime world, especially that customs and excise. Customs and excise is a global institution that almost all countries in the world have it. Customs duties and function that are directly related to traffic control services and goods that the levy of import duties, export duties and excise. Special Tanjung Balai Karimun, this area includes the customs-free zone is free of charge, both the import duties, export duties and excise. This study aims to determine the handling of goods in and out through the free region is handled by Supervision and Service Office Customs and Excises Tanjung Balai Karimun, this study describes the process of the planned arrival of means of transport and goods into and out of a zone free of customs as well as factors inhibiting checks documents from the administration, goods or cargo and applications used. It can be concluded that the process of handling incoming and outgoing goods pass havens, namely the checking of documents and luggage on arrival means of conveyance entering the customs-free zone, as well as obstacles in the process of checking that the administration, goods or cargo and aplikasi used.
