Abstract

Tax State Revenue (non-tax revenues) are all Central Government revenues which do not come from taxation revenues. [1] Non-tax revenues could come from within the country and abroad, could be a general acceptance [2] as well as functional reception, [3] and are in the maintenance of a state ministries / agencies. As a source of state revenue, non-tax revenues should be managed properly, orderly, and in accordance with applicable regulations. In Act No. 1 of 2004 on State Treasury, in Article 16, paragraph 1 states that any state ministries / agencies / local work unit that has a source of income required to intensify revenue under the authority and responsibility. To increase state revenue from domestic sources, the Indonesian government is constantly trying to improve non-tax revenues from year to year, both the intensification and extension. PNBP is still not much explored optimally by the state ministries / institutions with non-tax revenues. Therefore, non-tax revenues deserve our common concern, to be upgraded, and managed properly, transparently and responsibly. One effort to increase non-tax revenues that each state ministries / agencies (K / L) should create a plan that non-tax revenues every year. PNBP with good planning, the acceptance of non-tax revenues in the coming year could have been predicted, so the Unit Ministry / Agency (PIU K / L), can plan the financing of activities that are likely to be financed from the non-tax revenues.
