Abstract
This study aims to determine the role and functions of syahbandar in procedures for issuance of port clearance under the law No. 17 of 2008. This data collection techniques to study literature. analysis of data in the search by deductive reasoning. Syahbandar role is as an executive administrator port security functions and safety of navigation which should determine whether or not the vessel departed from port to port other in Indonesian waters. Syahbandar is authorized to issue an approval to sail that must be owned by the vessel, both national and foreign vessels before embarking on a cruise. Keywords:Syahbandar, Port Clearance
