Abstract
The seafarers' identity issuance activity aims to provide an identity to the sailors who will be sailing. For the general public, this looks simple because from the outside there are many seafarers who can freely sail and eventually forced back to the country of origin because it is not in accordance with the requirements in want of some destination countries. The purpose of this paper is to explain the handling of seafarers' identity card in the Directorate of Shipping and Marine. In the data collection the author uses descriptive research. Descriptive research is a study intended to collect information about the status of a symptom that exists, namely the state of the symptoms according to what it is at the time of the study. In practice, the author uses four question methods, observation method, interview method, literature method, and documentation method. From the observation of the authors concluded that the handling of seafarers' identity card issuing in the Directorate of Shipping and Marine is divided into sections, namely the application of shipping companies that have crew, checking seafarers' documents applying, handling the issuance, and payment of seafarers' issued identity cards.
